Sir, Agent Mulder has, in effect, been through chemotherapy; we had to
find the dose of nicotine that would kill the tobacco beetles while only
half killing him.  There was no time to worry about nicotine's
extraordinary addictiveness.  However, Agent Mulder's present craving is
the direct and inescapable result of the procedure that saved his life.
His nicotine patches represent the final, clean-up phase of his
treatment, and as such they should by all rights be covered along with
the rest.

Very well, Agent Scully: then *you* can explain it all to Accounting.  I
am referring them directly to you.
